
Nobody shops for an expensive mover. The trouble is that in Texas, the state’s own regulator lists a very low price first among its warning signs. The Texas Department of Motor Vehicles (TxDMV) describes the pattern in one line: an unlicensed mover uses a low cost to get your items on the truck, then raises the price before it is willing to unload. So the useful question is not who is cheapest. It is what makes one move cost less than another in San Antonio, and how to compare written proposals without giving up the protections the law gives you.

Treat every figure here as orientation. One publisher is reporting a marketplace’s bookings in this city and the other a national average, so the two will not match. Why Texas proposals are built the way they are
Texas does not set moving prices. TxDMV says in its consumer brochure that it does not regulate the fees movers charge. What the state regulates is how the price is disclosed, and three rules do most of the work.
- Every mover files a tariff. It lists all of the mover’s rates and charges, and TxDMV’s checklist tells customers to ask for a copy because those are the maximum rates the mover may charge. A mover can charge less than its tariff. It cannot charge more.
- The price comes in writing before loading. The written proposal is either binding, which states the exact price, or not-to-exceed, which states the maximum.
- There is always a ceiling. Whatever the type, the proposal must state the maximum amount you could be required to pay, and the mover must release your goods at the destination if you pay it.
For a customer watching the budget, a not-to-exceed proposal is the friendlier of the two: if the job goes faster than expected the bill can come in under the maximum, and if it goes slower the maximum still holds for the items and services listed. What makes a move cost less
Move less
The box that costs least to move is the one that never gets on the truck. San Antonio residents have an outlet for much of it: the City’s Solid Waste Management Department provides curbside bulky item collection and curbside brush collection twice a year each, and operates four bulky item centers for drop-off. Look up your collection dates by address on the City’s site well before the move, and clear the garage first.
Pack what you can
Packing your own books, clothes and linens removes hours of paid labor. There is a trade-off, and FMCSA states it plainly: if articles you packed are damaged, it may be more difficult to establish a claim for those boxes. A common middle course is to pack the unbreakable things yourself and pay for the kitchen and the glass. The packing services page explains the options.
Make an hourly crew’s day short
- Have every box sealed, labeled and stacked near the door before the truck arrives.
- Take beds apart and empty dressers the night before, if the mover agrees that helps.
- Reserve the elevator, and find out where the truck may park. Downtown, the City issues parking restriction permits at $35 per space per day, requested at least seven calendar days ahead.
- In the hot months, take the earliest start offered. San Antonio averages about 122 days a year at 90 degrees or more, and the afternoon is the hardest part of the day to carry furniture in.
Pick your dates
moveBuddha’s San Antonio page says a mid-week, mid-month date between October and April avoids peak demand, and that peak-season dates typically run 20 to 30 percent higher. HomeAdvisor’s national guide points the same way: movers are busiest in summer, on weekends and around holidays, and rates are typically lower in fall or winter, on weekdays and in the middle of the month. Those are also the months when loading a truck here is most bearable: the National Weather Service’s normal high is 82.2 degrees in October and 63.3 in January, against 96.0 in August.
Compare written proposals, not figures given over the phone
TxDMV’s advice is to shop around, and FMCSA’s is to collect written estimates from several movers and compare them. Comparing only works when the documents describe the same job, so give each mover the same list. Then line the proposals up.

If you are moving on military orders
Service members at Joint Base San Antonio have an option civilians do not. In a Personally Procured Move, the military’s Personal Property Activity says, a member who runs the move personally is paid 100 percent of what it would have cost the government, based on the weight actually moved, and keeps the difference if the move costs less, as taxable income. The same guidance is plain that the loss is the member’s if the move costs more. Counseling at your Personal Property Office has to come before the move, and the weight tickets have to be right. Costs that are not on the mover’s bill
A moving budget that stops at the mover’s proposal comes up short. In San Antonio these are the usual extras, with the figures the agencies themselves publish.

None of these is large next to the move itself, but each has a deadline, and a missed one costs more than the fee. The downtown permit needs seven calendar days of notice, and a landlord does not have to send a deposit until you have given a forwarding address in writing.

When a low price turns expensive
A figure far below the published ranges above is not a bargain until you know why it is low. Regulators describe the same handful of warning signs.
- The price is given sight unseen and stays vague. FMCSA flags a mover that will not provide a written estimate or says it will determine the cost after loading.
- A large deposit, or cash only. FMCSA lists a demand for cash or a large deposit before the move as a red flag, and the military’s guidance for its own members says the same.
- No certificate number. A mover working inside Texas needs an active TxDMV certificate. Ask for the number and look it up in Truck Stop. No number, no move.
- A truck with no name on it. TxDMV requires the company name, TxDMV certificate number and U.S. DOT number on both sides of the truck.
- Nothing to sign before loading. No proposal, no contract and no rights brochure means none of the price protections above can be enforced.
- Blank spaces on the forms. Do not sign a document with the charges left open.
There is a quieter way a low price costs more. Texas lets a mover and a customer agree on any liability level, including none. TxDMV’s example of a limit is 60 cents per pound per item, which pays $30 for a ruined 50-pound television, and the contract must state it expressly if the mover’s liability is $0.00. A lower figure that carries no liability is a different product, not a better price.
What TxDMV says about the lowest price

A fair price is one you can check
